Since May 2025, Fundació Primavera Sound has been a proud member of Culture Action Europe (CAE) — the leading European network advocating for the role of culture in public policy, democratic dialogue, and the construction of a sustainable, just and creative Europe.

As an active part of this community, we’ve contributed to a historic achievement: the European Commission’s proposal to double the budget for culture and creativity in the upcoming Multiannual Financial Framework (2028–2034). The new AgoraEU programme envisions a record €8.6 billion, twice the amount currently allocated to Creative Europe, MEDIA and CERV.

This result is the outcome of a coordinated mobilisation across Europe. In Spain alone, over 150 organisations and artists have signed an open letter to the Ministry of Finance calling for a firm commitment to culture in Europe. Similar actions have taken place in France, the Netherlands, Slovenia, Sweden, Italy and beyond — showing a shared determination to put culture at the heart of Europe’s future.

But this is not the end of the road. While we celebrate this step forward, we believe that more funding is not enough: Europe’s cultural programmes must remain recognisable, autonomous and operationally strong. Creative Europe must not be diluted under broader thematic umbrellas or lose the symbolic and strategic value it has earned over the years.

That’s why we advocate for Creative Europe to remain a visible, distinct and accessible programme for the cultural and creative sectors — with clear structures and dedicated governance. Only then can it continue to be an effective tool to support artistic mobility, innovation, market access and social cohesion across Europe.

As stated in our membership letter to CAE:

“We believe that dialogue with European institutions is essential to the future of cultural and creative sectors, and we want to contribute with our voice and experience.”

We’ll keep working — together with our allies in CAE and across Europe — to ensure that this new financial cycle is not only larger, but also fairer, clearer and more transformative for culture.
